The following Staff Report and Recommendations pertain to the site
evaluation.for' a private dwelling discharge for the proposed residence
of Mid I N.. Carpenter. The evaluation was conducted on
Noveinber!3 ' 1978, in Davie County, NC.
PART I INSPECTION OF PROPOSED WASTEWATER TREATMENT SITE
1. Directions to Site:
From Hinston-Salem take US Aay. 158 west to RCSR 1441 (Rainbow Rd.)
near $mith Grove# NC.: . Turn right on NCSR 1441 (Rainbow Rd.) and

Deeded property limits encompas 5.84 acres.
4. Topograpby:
The property has been utilized for agricultural purposes in the past
and there in evidence of cover type crops having been grown. Test
boring reasamble the Enon series of soils which are rated severe for
septic-tank ayatema duo to very firm to firm clay with a high shrink
swell potential. The higher elevation io generally level while the
eastern portion of the property has rather uniform slope of approximately
4-8 pizcgnt to 'the receiving surface waters.

Specifications "found in North Carolina Administrative Codes and Recommendations
in the'Public Health Service Manual of Septic Tank Practice would require a
septic tank.subsurface nand filter eyotem for the proposed three (3) bedroom
homal',to d6nstst'of at. lea+a3t the follotiing:
1. 900 gallon capacity septic tank.
2. 3�1 sq 'Ct. os subourfac4, aarid filter.
3. Diasinfection unit and 30`minute detention tank.
PART III OTHER PERTINENT'INFORMATIO116
1. Potitble water .for the proposed dwelling will be via a 300 foot drilled well
that was installed prior to the site evaluation.

2* According to tor. Russell Lyday, SCS, Davie County, a water shed flood
control project forming a 48-35 acre lake was completed on November 3,
1973. `The project is _depicted on the attached USGS map extract.
3. Suggx Creek from source to Highway I-40 was reclassified "B" waters on
September 1, 1974.
4. Mr. Gibert.Lee Boger, lake owner, (919) 998-3754, indicates the lake is
open for bathing and fishing on a selective basis.
5. Mr. Carroll H. Carpenter, owner-of proposed dwelling site, hes indicated
tq the!vriGer; that high waterformedby the lake backs up to approximately
400 faet..from the+ proposed discharge' point during the wet weather season.
PART IV EVALVATI(N. AND RECO*DMNDATI0HS
A. Evaluation:
1. HCAC Title 150 Chapter 2, Subchapter 2H, Section. .0300 (Septic
Tank Systems) requires a throe (3) bedroom hone to have a 900
Xlon capacity .-septie tank and determines flow rate to be 450
gpd•
2. The Public Health Service Manual of septic tank practice recommends
'.'loading -rate of 1.15,gpd/sq. ft. for subsurface sand filters.
Theref r6, 391 eq. .fto of subsurface send filter would be needed
fAr-:the proposed thrie (3) bedroom horse (450. gpd 1.15bpd/eq. ft.).
3. USPS atream. flow entimates near the proposed. discharge point show a
IQJ0- flow'of 0.01 cfe (6,460.'gpd). The dilution ratio would. then be
i.4s1 {¢;460 gpd 450 gpd). This ratio is below current recor mAndatdons
datenainin disinfection requirements.
4. This eegm$nt of Sugar Creek was reclassified class •"B" waters after
the flood control`project .was completed.
5. Fishing and boating has been perffitted in the lake by the vaner on a
alettivdibasie in the past and the practice sill continue so long
as viiiiors 'do' not violaFa any of .the'owners rules.` .

wiil'� $nitiall.y provide a..suitable degree of treatment and- nn' effluent
discharga :of reasonably �po d quality. However, over a relatively abort
pertod�'of'*me the ,Otlity of treatment' in such a system degenerates

7. The disinfection of the effluent has been considered, however, the
reliability of the system is questionable when considering; Class "B"
vaters and body contact factors.
A. Recomendations:
In.view of the matter evaluated it ie recoended that the request for
a private mm
ate dwelling discharge`permit to serve the proposed dwelling; of
Mr. C* .N. Carpenter be disapproved.
