Boone 717 Ormond Street Pleasanton, Texas November 11, 1984 78064 I had the pleasure of attending the 250th birthday celebration of Daniel Boone, which was held in Davie County, North Carolina, and being a descendant of both Squire Boone and James Carter, a story entitled "Greedy Land Dealer founded Salisbury", by George Rayner, that appeared in your paper of September 30th, was given to me; and, it is quite obvious that if old Jas. Carter was alive today, he could sue your paper for slander. Mr. Rayner uses the story on James Carter from the book entitled "North Carolina Historical Review" by Robert W. Ramsey. This book is almost 100% wrong; and, then Mr. Rayner added his own opinion, that even Mr. Ramsey did not suggest. This new slant on James Carter's life is in- sulting to hundreds of his known descendants. .We know very little about James Carter's life before he came to the Yadkin area in 1747, but we do know that he would not improve property that did not belong to him. Would you? I wouldn't! We also know that at one time he owned property in Cecil County, Maryland, since his daughter, Mary 'Carter' Boone, started a suit for the return of James Carter's property that was given to the Rumsey's in their lifetime in 1797. (Warren Co., Ky. Deed Book A,41). It would appear that Carter gave this property on a Gentlemen Agreement for his debt to William Rumsey. However, after Rumsey's death, his young wife.did not know all of this agreement. Squire Boone did not live in Virginia the same time as James Carter. Squire left Pennsylvania in May, 1750, lived for a short time near the present day city of Winchester, and then moved to now Davie County, North Carolina. He lived for a short time about a mile west of Allman's, now called Boone Ford, until his home was finished on his Bear Creek property. . � p y (Draper Mss.) Jonathan Boone did not marry Mary Carter in.Virginia. He married her in the old Sandy Creek Lutheran Church, now only a cemetery, not far from James Carter's home, called "Bristol Hall", that was located on a bluff near the mouth of Potts Creek, not far from his Mill. Both are now in Davidson County (from my own research). 1 ' James Carter did not buy the 350 acres of land, south of Salisbury, before the County was chartered or before the place for the Courthouse �--Pub"C � ibrafy Davie CountYNC U Mocks\A.Ue v . site was located. The first Justices were all honest and honorable men. They were not land speculators... how could they be? The Earl of Granville was selling land at five shillings a hundred acres, and he owned millions of acres. In Mr. Ramsey's book, entitled "Carolina Cradle", he gives a better profile of these men and did not*call them speculators. Mr. Raynor asks a number of pointed questions, trying to implicate James Carter* f0ther in his greedy theory. However, had Mr. Rayner studies the old County records, those questions would not have been necessary, for these records will tell you the real story. I spent a great amount of time studying these old records, and'not only are they interesting, they likewise tell a story of the actions of some of my ancestors. I will give you a short outline of what really happened: The Justices met in June, 1753, and designated the site where the Courthouse was to be built. The present center of Salisbury was chosen probably on the basis that it was about centrally located and that it was well watered with a large spring located near the Courthouse site and other small springs in the area. At the same time, Edward Hughes, Esq., was appointed Trustee of Rowan County and was directed to enter 40 acres of land for the County seat, and to secure a title from Lord Granville. After much delay, Lord Granville did not grant this request, but he did allow 635 acres of land for the Salisbury Town, and he retained the title. He also fixed the size and price of the lots and appointed James Carter and Hugh Foster to be his trustees. The sale of each lot was to be recorded in the County records, and each lot was to sell for 20 shillings with an annual rent of one shilling, going to Lord Granville. Carter and Foster were really salesmen for Lord Granville. It is now known how much of the 20 shillings they were allowed to keep. Mr. Rayner's estimate of the lots sold and the number of persons buying them between 1755 and 1762 seems to be high, since Rev. J. Rumple writing in his book, "History of Rowan County", estimated that as late as 1793, there were only 50 house holders living in all of Salisbury, and by the turn of the century, there was less than 450 total population. (Page 181) . James Carter was commissioned by the Justices to make a plot of Salisbury, also to name and lay out the streets. Had old Jas. known that same day he would be given the title of "Founder of Salisbury", he would have probably named a street after himself,. and he certainly would have named a street after old Squire Boone, since he was commissioned to actually do the work of surveying and measuring the lots, a job that he disliked. You can bet that Squire did not lay out any lots on 350 acres of land south of Salisbury belonging to James Carter. These lots at a later date were sold by a competor of Carter and Foster. Diz 2 T Mock r The one bad mark against James Carter can be found in the Colonial records. That states a that James Carter was entrusted with 250 pounds to purchase arms for the defense of the 'frontier. He was accused of using this money for his own personal use. He was then relieved of all his position of trust for the County of Rowan. He retained his position as a Trustee of Salisbury, he was not a County trustee. There is no record that he was ever given a chance to defend himself, nor was he ever prosecuted. It is not my intention to whitewash James Carter. He was a type of wheeler-dealer; however, it is hard for us to believe that he.was such a notorious crook, since he was a leader of a number of very honest men. We honestly believe that in his last years, he became hooked on alochol and gambling and that accounts for his large debts and strange actions. It is true that the old County records do not explain the history of that area and these records are hard to disciper, causing many stories to circulate, with most of them negative about the old pioneers, probably because it is hard to visualize the circumstances they had to live under. And, it would seem to me that a paper such as yours would have a historian on the staff who would try to correct this negative thinking. To me, all of your old pioneers are heroes, including James Carter. Sincerely, DAN G.
