GALLIMORE o Director MOCKSVILLE.NORTH CAROLINA 27028 O 11 NQr� 336-751-3340 FAX:336-751-4497 MINUTES of the PROJECT REVIEW COMMITTEE DAVIS LANDSCAPING There was a meeting of the Davie County Project Review Committee on Thursday, December 21, 2000 at 9:00 a.m. in the Conference Room of the Davie County Administration Building. Members present included John Gallimore - Planning Director, William Whaley-Davie County Building Inspections, Jeff Beauchamp -Environmental Health and George Frye-Davie County Fire Marshal. Others present Mr. Don Davis -Davis Landscaping. The meeting was opened by John Gallimore and review procedures as set forth in the Davie County Zoning Ordinance were followed for this project. The following items were discussed in accordance with §155.170 Project Review Process, of the Davie County Zoning Ordinance: ❑ Mr. Davis described the site and the location of the property. The property is located off the west side of Farmington Road, at the site of the previously operated driving range across from Pinebrook Drive. Mr. Davis expects to begin developing the site in mid-January, weather permitting. Initially some grading will be performed to accommodate the concrete containment bins to hold the bulk materials. There will be no chemicals stored or offered for sale on the property. The business will be primarily a staging and storage area for landscaping materials. Some materials sales will be to the public. ❑ The property is zoned Highway Business Special Use, and permits this type of business. ❑ Currently have four(4) full-time employees, two of which will be on-site full time. Other employees remain at job sites and there may be as many as 10 to 12 part-time employees. ❑ The site will be improved to have two additional buildings, a 10 x 20 yard office where all customer traffic will occur and a 45 x 50 pole barn to park equipment and store materials for landscaping. There is an existing 25 x 25 office which will be used strictly for office work, plan review, employee break room, etc... with no customer traffic. In the future, a pole building may be constructed over the containment bins to accommodate dry material such as wood chips. ❑ There is an existing septic system which has been inspected and approved by the Health Department. The drain lines for the system should be at least 10 feet from any property lines. ❑ Parking will be located to the side of the property with approximately 6 spaces, one space for handicapped access marked with appropriate signage. Additional utilities will be underground electric service to the two additional buildings and water supply for yard hydrants, washing equipment, spraying materials, etc... o Drives and parking areas will be graveled as shown. ❑ Landscaping as shown,with white pine trees along the northern property line as a buffer, and relocating existing leyland cypress trees to the western property line to complement existing trees and shrubs along western and southern property lines. Significant existing trees provide a landscape buffer along the southern property line. Remaining areas not required as buffers will be grassed. Street trees will be maples,planted 30 feet apart along the strut front. ❑ No sidewalks are required for this project. ❑ There will be no erosion control permit required, as less than one acre of soil will be disturbed. ❑ Mr. Davis will confirm driveway access with the Department of Transportation. If a permit is required, a copy will be placed on file with the minutes of the review. ❑ Lighting will be limited to dusk to dawn security lighting as typically installed by the utility company. All lighting will be less than 30 feet in height. No additional lighting is expected. If installed, all lighting will be directed inward on the property to reduce glare to adjacent residential properties. Mr. Whaley made the motion to approve. Mr. Frye seconded the motion.
